OpenStreetMap uses HTTPS protocol for tile access.
WebConsole configuration still uses HTTP protocol.
Browsers like Chrome understand that HTTPS should be used instead and override Web Console configuration, while Internet Explorer and Edge doesn't allow this.

To fix layers display in Internet Explorer, overwrite old JavaScript files with new (attached) files Web Console folder.
Files location "Your Web Console Folder location"\Scripts

After files upload - clean the browser's cache.

Web Console version 5.3.5 will contain new files version by default.
